Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 18 pardons, 2 firearm rights only and 1 commutation. An additional 20 clemency requests were denied and 7 had no action taken upon it. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Donald Booth (Alleene): Possession of a Controlled Substance, Methamphetamine (C Felony) and Possession of Drug Paraphernalia (C Felony) (CR-2000-63).

This notice is issued based on the date of convictions (2001 – Little River County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Robert A. Cripps (Camden): Theft of Property (C Felony) (CR 79-91) and Burglary (B Felony) (CR 79-92); Burglary (C Felony) and Theft (C Felony) (CR 79-161).

This notice is issued based on the dates of convictions (1980 – Nevada County; 1980 – Hempstead County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony convictions. The Sheriff of Hempstead County has raised objections to the application.

Mark A. Cross (Beebe): Attempt to Manufacture Controlled Substance, Methamphetamine (A Felony) and Possession of Drug Paraphernalia (C Felony) (CR-99-111).

This notice is issued based on the date of convictions (2001 – Phillips County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Jessie M. Hatley (Cabot): Shoplifting (U Misdemeanor)(LRCR 88-1903), Disorderly Conduct (U Misdemeanor)(LRCR 88-2153); Delivery of a Controlled Substance 2 counts (Y Felony)(CR 93-2354).

This notice is issued based on the dates of convictions (1988 and 1994 – Pulaski County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

John A. Lowrey (Hamburg): Violation of DWI 4th Offense (Unclassified Felony) (CR 92-101-2) and Theft By Receiving (C Felony) (CR 92-182-2B).

This notice is issued based on the date of convictions (1993 – Chicot County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Nancy J. Lyon (Kansas City, MO): Possession of Drug Paraphernalia with Intent to Manufacture Methamphetamine (B Felony) (CR-2002-88-IV).

This notice is issued based on the dates of convictions (2003 – Garland County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. There are no law enforcement objections to the application.

Governor Hutchinson intends to grant the restoration of firearms right only to the following people:

Corey Thomas (Hampton): Delivery of a Controlled Substance, Schedule I/II<28G (A Felony) and Possession of Controlled Substance with Intent to Deliver (C Felony) and Possession of Drug Paraphernalia (C Felony) and Maintaining a Drug Premises in a Drug Free Zone (B Felony) (CR-2004-10CAL).

This notice is issued based on the date of convictions (2004 – Calhoun County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. The Sheriff of Calhoun County has signed the Recommendation of the Chief Law Enforcement Officer as required by law. There are no law enforcement objections to the application.

Jeffrey W. Johnson (England): Battery 3rd Degree (A Misdemeanor) (2000729); Battery 3rd Degree (A Misdemeanor) (2000962).

This notice is issued based on the dates of convictions (2000 and 2000 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. Governor Hutchinson intends to grant a commutation of sentence to the following person:

Olibel Woodward (­­­­ADC #148518): Manufacturing of Methamphetamine (Probation Revocation) (Y Felony), Possession of Methamphetamine w/intent to Deliver (Probation Revocation) (Y Felony), and Possession of Drug Paraphernalia w/Intent to Manufacture Methamphetamine (Probation Revocation) (B Felony) (2004-92); Manufacture Controlled Substance Methamphetamine (Y Felony) (2010-614).

The governor has given notice of his intent to commute the sentence of Olibel Woodward, who was convicted in Randolph County in 2010 and Craighead County in 2010 for the above offenses, from a total of 240 months to serve in the Arkansas Department of Correction to making him immediately parole eligible. The Craighead County Circuit Judge has raised objections to the applicant’s request.
