III. Purpose of Meeting
Due to technical difficulties, the Commission would like to revisit items Number 11 and Number 12 (items below) on the December 13, 2023 Commission Meeting Agenda:
11. St. James Place, Phillips Co., File# HSPA (1554) – requesting their seventh six-month extension of time to complete the foundation. The Permit Holder offers the following to demonstrate “good cause” for extending the initial time to complete the foundation. As you know, this Permit is for the replacement of a closed 122-bed nursing facility formerly located in Helena-West Helena, Phillips County, Arkansas. There is currently only one operating nursing facility in Phillips County, which now has less than 40% occupancy as of the most recent Bed Need Book, a decrease of more than 5%. This community has struggled to retain residents and invite opportunities for growth. For the entirety of time since this former facility closed, Phillips County has lacked the requirements for calculating a positive “bed need”.
12. Three Rivers Healthcare and Rehabilitation, Poinsett Co., File# HSPA (1563) – requesting their seventh six-month extension to obtain a construction contract. Three Rivers offers the following to demonstrate “good cause” for extending the time to execute a construction contract for this project. As you may recall, this Project is an expansion of the current facility, adding an additional wing to the building. At this time, Three Rivers continues to operate as a skilled nursing facility with 90% occupancy, according to the most recent Bed Need Book. After the Permit was approved, the ownership of Three Rivers changed, and a Permit of Approval was approved and issued to the new owner on March 14, 2023. Upon transfer of the Permit, it was determined that Three Rivers maintained adequate space to move forward in adding two (2) of the twenty-four (24) approved beds to the current facility to accommodate the needs of the community. This addition has been highly successful, as shown by the facility’s continued high rate of occupancy.
