Energy & Environment (E&E) has the privilege of oversight for important matters impacting all of us. Arkansans are forward-thinking and understand the numerous economic opportunities associated with the wide array of energy resources found within the borders of our state. We also value our beautiful, varied landscapes and abundant water sources—our environment.

Shane E. Khoury

Shane E. Khoury serves as the secretary of the Department of Energy and Environment, appointed by Governor Sarah Huckabee Sanders.

Secretary Khoury is responsible for the oversight and direction of the Department of Energy and Environment that includes the Oil & Gas Commission, the Geological Survey, the Liquefied Petroleum Gas Board, the Division of Environmental Quality, and the Pollution Control and Ecology Commission.

Prior to this appointment, he served as chief counsel for the Department of Energy and Environment, where he handled legal and policy matters and managed legislative affairs. He has served in Arkansas state government for more than 18 years, predominantly at the Arkansas Oil and Gas Commission.

Secretary Khoury has been an active member of the Interstate Oil and Gas Compact Commission (IOGCC) serving as the governor’s associate representative and is currently serving on the IOGCC Steering Committee. He has also participated as a member on the National Council for Electricity Policy, as a governor’s alternate member on the Southern States Energy Board, and as a chair on the Arkansas State Employee Grievance Appeal Panel/Arkansas State Employee Grievance Review Committee.

He previously served as a policy advisor to Governor Mike Huckabee for regulatory affairs, and he has experience in private practice.

After graduating high school in Jonesboro, Secretary Khoury received his bachelor’s degree in Political Science from Arkansas State University and his juris doctorate from the University of Arkansas at Little Rock William H. Bowen School of Law.

He and his wife, Kimberly, have two children, Elijah and Hope. They are active in their church and also enjoy going to the lake, playing sports, and spending time with family and friends.
